In December of 2012 the WDO board passed a series of resolutions, several of which affected the CIF, including direction that “MIPC develop a proposal on how to implement the efficiency improvements over the next five years as identified by the MIPC Optimization Study and to submit their plans to WDO no later than June 1, 2013”. In February of 2013, CIF Committee directed staff to prepare a plan at WDO’s request. RRS was selected to develop this plan at a cost of up to $22,000.
The report was completed and approved by MIPC in June 2013.
