Waste Recycling Strategy Planning
CIF has developed several tools that enable municipal waste managers to create locally appropriate and sustainable solutions to manage recyclables. One of these includes the CIF guideline for preparing a municipal Waste Recycling Strategy (developed under CIF Project 240).
Why Bother with a Waste Recycling Strategy (WRS)?
Communities that put in place a recycling plan or strategy can increase—or at a minimum maintain—the portion of their annual blue box funding. Those who don’t will have their funding reduced.
CIF’s Waste Recycling Strategy (WRS) guideline aligns with best practice requirements originally set out by Waste Diversion Ontario (now the Resource Productivity & Recovery Authority. The WRS guideline and template document are designed specifically to meet provincial expectations for waste recycling planning as identified in the best practice question 1 in the Datacall regarding “development and implementation of an up-to-date blue box recycling plan as part of a Waste Diversion Strategy…”

The WRS guideline outlines a framework and principles for decision-making for all waste managers. It provides direction to develop long-term municipal waste recycling plans for blue box materials and can be used in conjunction with a Recycling Plan template to draft a community-specific recycling plan.
