Procurement and contracting is difficult and time-consuming at any time, and especially as we await implementation of EPR in Ontario.
For several years, CIF has offered resources to help waste management staff develop functional and competitive procurement documents for contracting recycling services. But a great deal has changed for recycling in Ontario during the last seven years since they were first published.
The struggle is real!
Over the past two years, many municipalities have issued new RFPs and many share a common problem: they struggled with updating old procurement documents to include better practices and bridge the pending EPR changes. We know that many more municipalities are in the same boat today.

Recognizing the need for updated procurement resources, guidance and expertise, CIF has just published our new Center of Excellence Procurement webpages, in a way that all connects together and allows you to drill down into the details of the topic that you want without having to read through massive amounts of other information. New menus and links permit you to jump to what you need, when you need it. We’ve divided all this great information into three main categories:
Each category link will take you to more detailed topic pages and provide you with our new sidebar menus which allow you to quickly navigate to the subtopics you are most interested in.
You now have the power to quickly browse a lot of information with just a few mouse clicks and open the topic specific details in seconds. If the pages are not quite what you need, you can jump to another topic and immediately continue your research.
The main resource of the procurement pages is the simplified and updated annotated sample RFP. This sample RFP contains icon links within the text that permit you to jump to an explanation, procurement tip or alternative wording and then jump back to where you left off.
We’ll add new resources soon too – like annotated scope-of-work modules for MRF processing and more frequently asked questions.
