Consulting on a New CIF Strategic Plan

In 2018, CIF Committee requested development of a new Strategic Plan to replace our current plan, which expired on December 31, 2018. To ensure that the new plan meets the needs of CIF stakeholders, the CIF undertook a phased consultation process which is now complete.

On March 15, the final draft plan was posted for a two week comment period. At its completion, staff incorporated feedback submitted by stakeholders to create a proposed final plan.

On Tuesday, April 16, 2019, the CIF Committee resolved to accept the proposed final CIF Three-Year Strategic Plan (2019 – 2021) and on June 27, 2019 it was approved by the RPRA Board of Directors.

We thank all those who participated in the consultation and provided input toward development of this plan.

Background

Operating since 2008, the Continuous Improvement Fund is a partnership between the Association of Municipalities of Ontario (AMO), the City of Toronto, Stewardship Ontario (SO) and the Resource Productivity and Recovery Authority (formerly Waste Diversion Ontario – WDO).

The CIF’s mandate is to improve the effectiveness and efficiency of Ontario’s municipal Blue Box Programs through funding, technical support and skills development intended to aid municipalities and program stakeholders in the identification and implementation of best practices, technological and market based solutions.

To date, the CIF has processed and evaluated over 1,000 project proposals and provided over $60 million to co-fund the completion of more than 700 projects with a combined value exceeding $140 million.

Since inception, the CIF has operated under a series of evolving strategic plans that identified long term priorities achieved via annual operations plans. The current CIF strategic plan focuses on:

  • maximizing individual and systemic program cost-effectiveness, program performance and/or increased diversion of Blue Box materials;
  • results that could be implemented across multiple municipalities and/or represented collaborative efforts amongst multiple municipalities to optimize program performance; and
  • generating quantifiable and positive results.
